I. What You Should Do, When You Change the Job

Working visas in Japan are divided into many types in accordance with kinds of permitted jobs.

In order to apply for getting a working visa, it is usually necessary to have its employer to put the corporate stamp on the application, while it does not mean that the working visa holder cannot change its employer.

A working visa holder in Japan can change its job without changing its working visa as long as the new job should be the same kind of job as the previous job permitted by its working visa. 

If a working visa holder want to change its job to a different type job from the previous job, which is not permitted by the current visa, it is necessary to change its working visa. 

II. How to Apply for Changing Your Visa

You are required to file the following documents to a regional immigration services bureau under Immigration Services Agency of Japan("ISAJ") to apply for changing the type of visa and the granted term of the stay: 

A.   an application form in a regulated format(“APPLICATION FOR CHANGE OF STATUS OF RESIDENCE”「在留資格変更許可申請書」). 

B. your photo(the photo is not necessary, if you are under sixteen, if the applied change is to "Short Term Stay「短期滞在」" or a stay in less than 3 months or if the applied change is to "Diplomat「外交」" or "Public Business「公用」".) 

C. documents required by regulations in accordance with the type of visa to be applied for.

Please refer to each visa page through our "Types of Visas" page, on what kinds of documents are required by the regulations made by the ministry of justice for each visa, while it might be difficult to prepare required documents adequately by the applicant.

It is also principally necessary to show the passport and the residence card of the applicant on filing the application, unless the applicant hires a registered legal specialist like a registered "gyoseishoshi" lawyer or an immigration lawyer and the lawyer bring the passport and the residence card of the applicant to the regional immigration bureau on behalf of the applicant.

The minister of justice of Japan is authorized to determine if the application should be permitted or not its discretion in accordance with the criteria defined in Immigration Control and Refugee Recognition Act(「出入国管理及び難民認定法」) which requires a considerable reason to approve the application, and requires unavoidable circumstances when the applicant is in a “short term stay”.

III. What is "Certificate of Authorized Employment"

A working visa holder can change its job or its employer as long as the new job is in ranges of jobs or activities permitted under the visa.

When the visa holder change its job or its employer, it is required to submit a regulated report to the regional immigration services bureau, while nobody confirms if the change of job has been legal or in accordance with the immigration law of Japan.

When the visa holder apply for extension of the visa at its maturity, the extension might not be permitted, if the change of job was not legal, and the visa holder might be needed to return to its home country at last. 

In order to avoid such a risk, it should be helpful to obtain a "certificate of authorized employment".

The immigration law of Japan define that

a working visa holder or

a non working visa holder who is permitted to work by obtaining “permission to engage in activity other than that permitted under the status of residence previously granted”

can apply to the minister of justice for issuing a "certificate of authorized employment"

就労資格証明書 .

It is required to file the the following documents to a regional immigration services bureau under ISAJ in order to apply for issuing a “certificate of authorized employment”:  

A. an application form in a regulated format (“APPLICATION FOR CERTIFICATE OF AUTHORIZED EMPLOYMENT”「就労資格証明書交付申請書」)

It might be necessary to attach supplemental documents.

It is also principally necessary to show the passport and the residence card of the applicant on filing the application,

unless the applicant hires a registered legal specialist like a registered "gyoseishoshi" lawyer or an immigration lawyer and the lawyer bring the passport and the residence card of the applicant to the regional immigration bureau on behalf of the applicant.

The secretary of ISAJ is authorized to decide if the applied certificate should be issued or not.

If the application is permitted, a certificate in a form defined by the regulations made by the ministry of justice shall be issued.

A “certificate of authorized employment” is generally issued on the same day of application, if permitted, while it might take one to three months if the applicant has changed its employer.
