I. Who can Apply for a Visa as a Family Member

A spouse, a son or a daughter of an eligible person who is staying in Japan with an "activities visa", such as many types of working visas, other than Diplomat「外交」”, Public Business「公用」”, Technical Intern「技能実習」”  Short Term Stay「短期滞在」” , "Trainee「研修」", "Dependent「家族滞在」" or "Designated Activities「特定活動」" can apply the minister of justice for a visa of  Dependent「家族滞在」, if the eligible person with its visa supports the spouse, the son or the daughter.

A spouse, a son or a daughter of an eligible person who is staying in Japan with a "Student「留学」" visa can apply for a "Dependent" visa, if the eligible person is a college student or studying in a special vocational school. 

A parent of a person who is staying in Japan with a visa of "High Skilled Professional「高度専門職」" or a parent of its spouse might also be allowed to stay in Japan with a visa of  "Designated Activities「特定活動」", if the parent corresponds to one of the following conditions: 

A. The parent shall raise a child under seven years of the person with a visa of  "High Skilled Professional".

B. The parent shall help the pregnant with a visa of "High Skilled Professional" or the pregnant wife of the husband with a visa of "High Skilled Professional". 

A spouse, a son or a daughter of a citizen of Japan or a permanent resident can apply for a "Spouse or Others of Japanese National「日本人の配偶者等」" visa, a "Spouse or Others of Permanent Resident「永住者の配偶者等」" visa or a "Long Term Resident 定住者」" visa,

instead of a "Dependent" visa.

II. How to Apply for a Visa as a Family Member

In order to get a visa of “Dependent”, "Spouse or Others of Japanese National", "Spouse or Others of Permanent Resident" or "Long Term Resident",

it is principally necessary for a foreigner living in outside of Japan

to apply a certificate of eligibility before applying for the visa to an embassy or a consulate genaral of Japan in the home country.

It is permitted by the regulations made by the minister of justice , for a relative of the applicant living in Japan to apply for a certificate of eligibilty as a deputy or an agent.

For a foreigner who have lived in Japan already,

it is necessary to apply for change of the visa, in order to get a visa of “Dependent”, "Spouse or Others of Japanese National", "Spouse or Others of Permanent Resident" or "Long Term Resident".

while the required documents to be attached with the application are different from working visas.
